Summary of Services

The Role of the Ministry of Health’s Policy and Planning Unit is to:

  • Develop MOH annual business plans in coordination with the respective cost centre managers, Finance & Accounts, and Human Resources.
  • Review the ministry’s Health Sector Strategy and Role Delineation Policy (RDP) for Primary Health Care Services to ensure it is in-line with the National Sustainable Development Plan (NSDP) 2016 – 2030.
  • Organise joint partners meeting each year, planning meeting in March and review meeting in November to monitor the progress of the HSS and Implementation Plan 2017 – 2020
  • Coordinate Development Partners (DPs) assistance to MOH and ensuring that activities that are donor funded are included in the respective FY business plan for easier monitoring, evaluation and reporting on progress of activities.
  • Develop Planning frameworks to ensure activities are in line with the NSDP 2016 – 2030 and HSS 2017 – 2020.
  • Development of MEF for the Health Sector Strategy and Implementation Plan 2017 – 2020
  • Maintain a Project Control Group (PCG) capacity for the review and approvals of new MoUs and MoAs with foreign funded missions and other Aid In Kind (AIK) Organisations.
  • Provide six monthly reports summaries for Government Investment Projects (GIP) to the Prime Minister’s Office
  • Provide summary of progress against Council of Ministers (COM) decisions on a six monthly basis.
  • Consolidate the Annual Report for submission through the Office of the Director General by end of Q1.

Objectives

  • Strengthen coordination of Health Sector actors in the support and delivery of Health Services, through joint planning, budgeting and maintenance of support agreements with Development Partners (DPs) under a Sector Wide Approach (SWAp).
  • Improve reporting against an established Monitoring and Evaluation (M&E) Plan and Performance Indicator Framework (PIF) clearly indicating progress against strategies, mid-term outcomes and annual outputs across all Directorates.

Means of Service Delivery

  • Improve relationships with Development Partners through re-invigoration of the Joint Partnership Agreement (JPA).
  • Review of the Role Delineation Policy for Primary Health Care Services
  • Review of the Health Sector Strategy and Implementation Plan 2017 – 2020
  • Development and review of the 2018 Business Plan to ensure the priority activities are in line with the Health Sector Strategy and Implementation Plan 2017 – 2020 and the National Sustainable Development Plan 2016 – 2030.
