Finance & Accounts Unit

Summary of Services

The Finance and Accounts Unit supports the operations of 8 activities within MOH which is categorized under 3 major roles; the Cabinet, The Executive Management and the Health Services.  The Finance & Accounts Unit supports the following core functions:

  1. Facilitating the annual budget process, preparing the consolidated budget submission to Ministry of Finance and Economic management (MFEM);
  2. Maintaining internal MOH financial management procedures, controls and guidelines consistent with the requirements of MFEM and the Smartstream;
  3. Processing requisitions, LPOs and payment vouchers on the SmartStream systems;
  4. Monitoring budget execution using SmartStream and other tools, providing financial management reports (FMR) on budget execution to the Director General, program heads and provincial managers;
  5. Processing virements and when necessary initiating Supplementary budget requests;
  6. Supporting provincial financial management, budget preparation, purchasing and payments, and financial management reporting;
  7. Processing medical evacuations and transfers;
  8. Processing imprest acquittals, monitoring levels of outstanding imprests, and initiating recovery of acquitted imprests;
  9. Supporting provincial financial management, budget preparation, purchasing and payments, and financial management reporting;
  10. Processing medical evacuations and transfers;
  11. Processing imprest acquittals, monitoring levels of outstanding imprest, and initiating recovery of non-acquitted imprest.

 

Priority Objectives

The priority objective of the Finance Unit in all Health Facilities;

  1. Strengthening integrated planning across all directorates, and enforcement of regulations to be endorsed by Audit & Finance Committee for allocation of budget and control of expenditures with the aim for efficiency and reduction of financial liabilities.
  2. Establishment and management of a purchasing process linked directly to individual business plans and subsequent cos-centre budget allocation, which is understood and adhered to by all Cost Centre managers and senior management within the MOH means of Service Delivery
  3. Overall strengthening of financial position and financial management, governance & systems.
